There are various methods of inspection which can be used to ensure compliance.The US would be foolish to disarm and hope that Russia, China and North Korea would also comply…even if they signed papers stating so.
Assure compliance? absolutely, positively assure? See, the problem is that many things can be hidden. It would boil down to trust. I guarantee you we don’t trust them and I guarantee you they don’t trust us. Maybe someday…There are various methods of inspection which can be used to ensure compliance.

Don’t you think a country could still continue to have nuclear weapons…not large scale obviously but small hidden underground spaces strictly controlled where small production and research could continue? That’s my fear. Maybe we do have ways of knowing but I tend to think that bombs could still be made or stored…?There are ways to find out things.
