Well, marriage is when a man & a woman mentally and physically unite as one, which is followed by erotic love, or the desire two people have for union of their bodies and souls, hearts and minds. Sant Paul mentioned about creation account in Genesis, and described what marriage means in Christian perspective. “For this reason, a man will leave his father and mother and be joined to his wife and the two will become one flesh.” (Ephesians 5:31)
One of the main purposes of marriage is the creation of new life, so a wife and a husband participate in creation with God, the source of all life

However, it doesn’t mean marriage is invalid just because it isn’t consummated.

Think about holy family. Virgin Mary never had a relationship with Joseph, yet their marriage was holy, sacred, and complete.
Whether it is followed by consummation or not, marriage is always valid.
