No, Satan’s base nature is evil and as such his actions are morally evil (sin). God’s nature is good, period. As such, since Scripture interprets Scripture, we cannot assert the “evil” spoken of to be an accusation against God’s character but rather an expression of His judgment, terrible though it may be.So Satan is not evil, just malevolent?

God created creatures and to some he gave free will and moral accountability. As such He created the possibility that evil would come to be but you cannot assert that God is responsible for evil. If you do then no act of evil (sin if you will) could ever be counted against the one who commits it because God would ultimately be responsible. And if that were so, then God is not only evil because He authors evil, but He is also unjust because He would be holding to account creatures who could not help themselves.
And yes, evil did just come into being.
