I personally believe they can, but apparently there are seemingly good and faithful Catholics who think otherwise and have no problem casting males in a bad light with this subject
At the same time, women are being cast in a bad light as being creatures who have nothing better to do than try to turn men on at Liturgy.
 
If he has zero control over his thoughts I would suggest some sort of spiritual or psychological counseling to help him.

I’m talking about impulsive thoughts and feelings that no one, man or woman has control over. We are not in complete control of our thoughts.

We all have thoughts about things that we find attractive. There are things that men wear that sometimes inspire lustful thoughts in me (sorry, I’m human). Should I ask them not to wear those things?

The trouble is that after a while, you realize that just about anything can serve as a temptation to some men out there. This time it’s bare shoulders. But I’ve seen the same said about short sleeves in general, or pants, or dresses that show the knees, or dresses above the ankle, or shoes with exposed toes…I think you get the idea.

The point is, there is nothing a woman can wear that will prevent her figure and clothing from being a turn-on for some man. So we don’t want to start down the road of “some men find this distracting” simply because we know from experience that will never end.
 
But it’s being argued here that anything sleeveless (no one mentioned spaghetti straps) aren’t passable.
and the outfits you mentioned aren’t sleeveless when worn in their entirety. They are layered outfits. Tank top with short-sleeved top over, and pants that hit at mid-ankle. So they would pass.
 
I see both men and women showing up to Church in gym shorts and tank tops. It’s utterly ridiculous! Our Lady never dressed the way I see some women dress for Church today!
 
I think the focus should be ultimately honoring God with our whole being. Dress should conform to that.

I wear pants. We get mosquitoes here in TX, & when they bite, I get welts. I’m not running a free blood bank for them.
 
I think the point is honoring God doesn’t mean that a woman needs to follow what every man wants.

And for the men: being sexually attracted to a woman is not a sin. I think part of the problem is we’ve blown sexuality up so much that men are afraid of a stray thought. People are right that you can’t control your initial thoughts, but we don’t need to be so worried that simply thinking about a woman being attractive is a minefield waiting to blow up into mortal sin.
 
Yet, that dress does not meet the “St Peter’s Basilica Standards” referenced above.

Would you prefer that those men and women not show up in church at all? Because that is more likely than them showing up dressed in accordance with your personal fashion standards.

Just remember this when you are sitting in an almost empty church one day.

I don’t think he was bragging. I think he was informing & reaffirming what is appropriate dress.
 
The point is that they’re following what God wants - not every man. The priest is looking out for the best interest of the church. His request is not unreasonable.
 
Is the request unreasonable? I don’t think it is.
And you are perfectly within your rights to dress how you choose. But I don’t think - with the shoulders on the dress I posted - anyone is going to be scandalized by that amount of arm. I meet with my pastor on a bi-weekly basis for spritiual guidance. He would not be shy about telling me (or anyone else in the congregation) if what we wore was immodest or inappropriate.
