If the priest is ok with it (both the shorts and the chatting), then I doubt there is a whole lot you can do in the end. You could try speaking with him and letting him know you noticed it, and it bothers you. I suppose it could be that the priest doesn’t realize it actually bothers people, if no one speaks up. But if after talking to him, he does nothing about it, you’ve done what you could. I would then find another parish if possible.
I know many say “offer it up,” or even find something wrong with YOU for letting it bother you, but the truth is, the faithful have the RIGHT to orthodox and reverent liturgies that nourish their souls. And this includes a meditative atmosphere in church and appropriate dress. And from my experience, where this kind of behavior is accepted by the priest, the rest of the liturgy is also not as reverent as it could be. Maybe free of abuses but nonetheless has a casual “feel” to it, not appropriate for a re-presentation of Christ’s sacrifice that happens at Mass. Maybe that’s not true at your church, but I’ve visited MANY where there isn’t just one isolated problematic behavior, and everything else is just fine.
