Laundering campaign money or other funds to do so is illegal, and paying someone off to influence an election violates the law if it isn’t reported or if the payment is larger than the maximum allowed contribution.
 
Which is a minor campaign finance violation punishable by a fine. It’s not something to go all “Elliott Ness” on. If all this is was about Cohen paying off Stormy Daniels, the FBI is going to look bad. Really, if it’s anything less than funding Al Queda, it’s pretty overkill.
 
Cohen and the Trump Organization have been involved in a whole lot of shady stuff and organized crime figures over the years. Organized crime is the type of thing to go Eliiott Ness on.

Not per se, but It depends …
If the funds for payment were obtained via bank fraud, the fraud is illegal.
If the funds were taken from the campaing and not disclosed, that is illegal.
If the funds were given for the purpose of silencing a threat to the campaign, but the funds were not disclosed a a contribution, that is illegal.
If the funds were paid on behalf of a client unbeknownst to that client, that payment that is highly unethical and may be illegal.

All of which seem to be minor campaign finance violations that might be punishable by a fine, not the kind of crimes you execute simultaneous search warrants on someone’s home, office, and hotel room. If this is all there is, then the FBI is going to look pretty bad.
 
The New York Times can always be counted on to dish as much dirt on Trump as possible. I guess that is how they sell newspapers to people who couldn’t care less about the corruption going on.

All except bank fraud.
And the reality is we don’t know if this is about the payoff, or Cohen’s alleged work with the Russian mob, or what. What we do know is that whatever this is was deemed serious enough by the DoJ, the NY US Attorney, and a federal court judge to move forward,

That’s a really good question. A HELOC normally is just there for your use when you need it. I wonder if somehow it’s fraud to transfer money around as part of a confidentiality agreement. If you move more than $10K, don’t you have to file paperwork with the government? Maybe that’s where he lied about the purpose.
