Yes. That is perfectly ok. In fact, it’s ok for a Catholic to support punishing ANY sinful behavior.
It’s one thing to ban public sex or nudity, or even heavy kissing between any two (or more) people. It’s another thing to say you can’t hold hands or respectfully kiss someone who just so happens to be the same sex. Some families kiss each other on the mouth. Could two brothers legally do that? What if two friends are comfortable with kissing each other on the mouth to greet each other? Could two friends of the same sex hold hands and walk down the street?
Believe it or not, you just made my case. When two brothers exchange hugs or kisses, it’s to demonstrate familial affection, not homosexuality. It’s not the hug or kiss or hand-holding that is wrong; it’s the relationship that it is demonstrating that may be immoral.
Different countries and different cultures have different norms for personal contact. In Japan, for example, girls hold hands with friends much more freely than in the US. It’s not a homosexual thing. In Russia, that is not the cultural norm.
If it’s about the children, shouldn’t we also outlaw single parents because according to people like you,

You know what else is bad for children? BEING RAISED TO BE HOMOPHOBIC, INTOLERANT BIGOTS.
Of course, being raised by bigots would be bad for a child. I have never personally encountered a person with homophobia but, if I did, his/her suitability to parent should be scrutinized in the same manner as any other disorder, including homosexuality.
