I believe Catholic’s believe in apostalic succession. But what does this mean? Is it a position of authority, where one may rule over God’s people?

Yes. Hebrews 13:7 “Remember
those who rule over you, who have spoken the word of God to you, whose faith follow, considering the outcome of their conduct.”
Hebrews 13:17 “Obey those who rule over you, and be submissive, for they watch out for your souls, as those who must give account. Let them do so with joy and not with grief, for that would be unprofitable for you.”
Hebrews 13:24 “Greet all those who rule over you, and all the saints. Those from Italy greet you.”
2 Corinthians 10:8 “For even if I should boast somewhat more about our authority, which the Lord gave us for edification and not for your destruction, I shall not be ashamed—”
1 Timothy 5:17 “Let the elders who rule well be counted worthy of double honor, especially those who labor in the word and doctrine.”
2 Corinthians 13:10 “Therefore I write these things being absent, lest being present I should use sharpness, according to the authority which the Lord has given me for edification and not for destruction.”
Paul speaking to Bishop Titus: Titus 2:15 “Speak these things, exhort, and rebuke with all authority. Let no one despise you.”

The hierarchy has the authority of God over the Church. It is passed on throughout the ages. The first instance of Apostolic Succession was Acts 1 when Matthias was chosen to take Judas’ place.
Later, as the Church grew in great numbers of members, each bishop chose his own successors, bishops and priests and deacons. 2 Timothy 2:2 “And the things that you have heard from me among many witnesses, commit these to faithful men who will be able to teach others also.”
