I live near Oxford, UK. To be fair the parish where I just got back from Mass doesn’t normally have incense except on important holy days, but they do always have bells, Father normally uses EP1, wears a cassock before Mass, there is a traditional confessional (albeit it does seem rather lightly used), they sing the seasonal Marian antiphon after Mass in Latin etc. So it’s not like all the parishes in my area have all these traditional attributes, but the ones they lack they usually make up for with others. I never get the impression of ‘politicised’ minimalism.
Within Anglicanism Oxford always had a reputation as a ‘High Church’ kind of place, so perhaps that has carried over to the local Catholic culture.
