There is some intersection. California is a 2 party state, meaning that if a conversation is recorded then all parties must be aware that the conversation is being recorded. Failing to do so is generally treated the same as eavesdropping or wiretapping. Had he done the same thing in Georgia (Georgia is a one-party state) then the legal perspective would be different.

I don’t know that they cried “foul” in the sense that I think you mean it. None of the investigations found wrong doing on the part of Planned Parenthood. Planned Parenthood did file a civil complaint in San Francisco in response to a smear campaign. This is different than the charges that the states brought against Daleiden et al.
