Joe is speaking with the active microphone pointed at himself. Though as long as the person on the other end can hear, it doesn’t matter.
No they are not irrelevant. Joe Biden has not made public appearances since March unless they were from his home. Even the recent Delaware appearance was only a few miles from his home. When he made the 4 minute speech he had written notes and a teleprompter it was reported yet he basically reads the paper.
