It nullifies the express first step in the process essentially taking the position it is superfluous.
The second is it should be his pastor. That nullified also.
I think you cannot think the two first steps are perfunctory and meaningless.
Certainly, the points are not meaningless. Nevertheless, as Ratzinger went on to admit (in n. 6 of those “general principles”), there may be times when those steps are impossible or are ineffective. In such cases, when the minister of Holy Communion is certain of a person’s public unworthiness to receive, he is obliged to refuse to administer the Sacrament.

My guess is he/she is Catholic pro-life, since they posted they’d play devil’s advocate right before they started going full pro abortion arguments
 
I have difficulties with the priority placed on blind obedience. I have theological concerns and historical ones. Like the scandal. I would have to see the subject matter first of course.
Humility is a given.

We cannot assume the priest has never talked to Biden. He actually worked for DOE and EPA before he became a priest. We can’t know whether they know each other or not.
 
I applaud this priest for his courage in refusing to give Holy Communion to Biden. Until he repents of his pro-abortion views, he should not even approach for Holy Communion.
