Certainly, the points are not meaningless. Nevertheless, as Ratzinger went on to admit (in n. 6 of those “general principles”), there may be times when those steps are impossible or are ineffective. In such cases, when the minister of Holy Communion is certain of a person’s public unworthiness to receive, he is obliged to refuse to administer the Sacrament.It nullifies the express first step in the process essentially taking the position it is superfluous.
The second is it should be his pastor. That nullified also.

We cannot assume the priest has never talked to Biden. He actually worked for DOE and EPA before he became a priest. We can’t know whether they know each other or not.Again, that idea nullifies the pastoral meeting having meaning. Why would this pastor assume Biden has none?
