Actually, he gave them the authority to forgive sins. Read the text carefully. Thereās nothing about āpronouncingā anything in the verse. Additionally, what does it mean to āretainā or ānot forgive sinsā? Does this mean that the disciples did not preach the gospel to some people or in some towns? After all what is the logical opposite of āpronouncingāā¦ānot pronouncingā, right? I get it nowā¦So, when they exercised their ability to ānot forgiveā they simply chose not to preach or pronounce. Just one question: If the Apostles decided to āforgive sinsā by pronouncing Godās forgiveness and to āretain sinsā by not pronouncing, wouldnāt the latter be in disobedience to the Great Commission?
He gave them the Holy Spirit first. The Holy Spirit decended on the Church at Pentacost when the Church was actually founded. In no way does this imply that any powers was passed to any others by them.

Apostolic Succession is illustrated here as Paul had appointed Titus and left him in charge of appointing elders in the Cretan church.
