I dont think there is any scandal with this because of modern culture. It is the way people do things now. The sexual aspects are the moral ones. Not the address of the people!

It means wrong. Most people agree adultery is wrong! I mean my wife does I think.

So what if society started thinking adultery is okay and your wife wanted to have a honey or three on the side? Is that okay?

It does not matter if we live in modern times or 500 years ago. The teaching of the church does not change and conform to the world. If the teaching of Holy Mother church is that two people living together before marriage is a sin, and also gives the sin of scandal, then it is still the same today, as it was yesterday, and will be tomorrow. The notion of scandal is not exactly directed towards the people doing it anyway, it is towards the faithful who are seeing it. We are to adhere to teachings of the church, and if the upcoming generations see it, and see supposedly good Catholics doing it, then that is where the scandal lies.
 
It is still the sin of scandal, and the teaching of Holy Mother church is that unmarried persons can not live together before marriage plain and simple.
Where is this taught by the Catholic Church? Is it in the CCC somewhere?

I couldn’t quote the whole three parts on it due to length. Notice how it says “becomes his neighbor’s tempter”, not “became”. Someone doesn’t have to commit a sin due to your bad example for it to be scandal.

was trying to find something in the CCC but could not in regards to living together but not engaging in sexual intercourse. I know the church teaches that you should not cohabitate because it leads into temptation and eventual sin. But if someone says they are treating their relationship as brother and sister, does that still make it okay

Fauken gave good substantial proof, but ask any good catholic priest the same question and he will simply reiterate what has been being said. There are many examples of couples living in sin who, in confession, could not be absolved because their conditions were not going to change. Only after a catholic wedding could things be resolved.

This is only stating that scandal is a sin. It is not stating that living together counts as scandal. Where in the CCC–or something else that can be considered authoritative teaching–is that stated to inherently be scandal? That was my question.

CCC #2390 specifically references concubinage and thus cohabitation being a sin, and it defines scandal as leading a brother to think a sinful act is ok thus inducing him to said act by your example, then obviously cohabiting couples are scandalous.

It’s also deliberately putting yourself in a near occasion to sin against chastity.
 
This is only stating that scandal is a sin. It is not stating that living together counts as scandal
Like saying this only says murder is a sin. It doesn’t say stabbing someone to death counts as murder.
