Approved Private revelations can be accepted or rejected by the individual, though in approving, the Church strongly recommends our consideration. But it is a personal choice.

I don’t minimize the value of private revelations. They catch our attention, provide ongoing reminders of God’s love and encouragement to live out the Catholic Faith in our time and place. They highlight some part of the Truth, maybe what we have forgotten. But they provide no new Truth. The Magisterium would be the interpreter of private, as well as public revelation.

This revelation was approved only by the local bishop, not the Congregation for the Doctrine of the Faith for the Church as a whole. No one is required to accept it. It will likely be years (if ever) for the Holy see to make a pronouncement on it. Just look at the state of the supposed revelations in Medjugorie. These supposedly began in 1981 but an official declaration wasn’t made until 2014.

No.
If a private revelation repeats some truth in Scripture or Tradition, defined by the Magisterium, of course we still are required to believe that truth. But no, anything that is mentioned new in the private revelation, it is optional.
 
No, it isn’t. I have seen people who suggest that Mary is the Holy Spirit. You cannot deny that there are some who carry Marian devotion to extremes.

Choose her for what, exactly? Mary belongs at the top of the list of the communion of saints. What more do you wish to give to her?
Yes some do. I recall my confirmation class at Elmendorf AFBase in Alaska near Anchorage. The priest refered to Our Blessed Mother as the Holy Comforter.When I came home, my mom asked me what we discussed. I told her what the priest said,She looked at me,and then proceeded to say in no uncertain terms that THE HOLY SPIRIT IS THE HOLY COMFORTER!All I said was Oh. She looked at me like"What are they teaching you?"
I later found out that my mother WAS Correct.Holy Comforter was an old name also for the Holy Spirit.
Another thing, The Church has said little about the visitation of Our Lady to Zeution in Egypt, where she appeared walking around the dome of St.Mary’s Coptic Church praying.It was even shown on Egyptian tv.She appeared before muslim and christian alike and everyone else . The head of the Coptic Church approved the apparition. Mary gave no message except that she was praying for us her children.
Even St.Catherine Laboure, the Daughter of Charity of St.Vincent de Paul to whom Mary gave the Miraculous Medal, never had Our Holy Mother visit her so many times.

Even if a private revelation is approved both by the local bishop, and the Vatican, it still is a private revelation. The Vatican approval is sort of an encouragement, a strong urging for the whole world to now consider the private revelation. But it is still optional, some Catholics accept Vatican- approved Fatima for instance, some do not, and that is ok. Some may accept some aspects, not other parts.

Again, when a private revelation reinforces public revelation, like a call to repent our sins, that is far more important than “new” stuff, but the unique, optional details get far more attention unfortunately than the universal guidance, that reminds us of the gospel commands.
When a private revelation turns our hearts towards accepting and living out public revelation - the Mass, repentance, spiritual and corporal works of mercy - then the private revelation has done its job.
