The Pope has a love for all people and does not see killing them or sending them to be killed as something that Christ would want his people to support. Genocide is Satan’s solution, and those that serve him. When Pope Francis speaks, it is to be expected that he will see things differently that the Evil one, and the tools of evil in the world.
I think what is missed here is that the Pope is teaching Christianity, not political science. He is encouraging young people to be transformed by the Holy Spirit into the likeness of Jesus, not just countering some Machiavellian politics. Without spiritual conversion, what he says will make no sense. However, from the eyes of the one who was willing to be kind to the whole cruelty that was Man, he makes perfect sense. And in his kindness and mercy to the cruel, Jesus also show kindness and mercy to all, proving the Talmud saying nothing but folly in the eyes of God.
