That is what Jesus would be building His Church upon, not on “Peter” himself.

We do not separate Peter from his confession because grammatically, it cannot be done. Historically it was never done until somebody started doing linguistic contortions to make the verse separate Peter from his confession and Peter from Our Lord’s promise.
Well that’s good, because Peter himself acknowledged who he was:If you go to St. Peter’s crypt in the Vatican, you will see inscribed in the arch above it the words: “You are the Christ, the Son of the living God.” It’s not like the Catholic Church thinks that Peter is somehow above his own confession.
