Where is the cost saving if you have to hire a staff to stare at a wall?

Mnuchin is more worried the banks have enough liquidity in the economy going forward.
 
My guess is there would a lot more escapes from prison if they didn’t have walls.
 
What happens to the land owners, especially those who have land on both sides that they run their cattle across? Also, how much are they going to be paid to do you advocate property seizure by the government?

Current practice is to build a security gate, and the owner has the access code.

Yes, property seizure is legal and it’s appropriate, when done judiciously.

I’d say the owner can figure it out, or sell the land to a neighbor on the other side.
 
Why would the land owners have a fence cutting his properties up. After all, to him it is one continuous piece of land that cuts across an arbitrary invisible line.

However I like your idea of a security fence. The border patrol can make sure the cows aren’t snuggling anything and have proper papers. Just picture it (and lighten up a bit). 🐮
 
Ranchers don’t allow cattle “crossover” access over something like the Rio Grande. Even smallish creeks are difficult to keep secure with “water gates” to keep cattle from wandering upstream or downstream. They might drive them across every now and then under very controlled circumstances, but they’re not going to allow cattle access to something like the Rio Grande in most of its length.
 
I don’t doubt that in those areas where you can raise cattle, both sides of the river are already fenced, and have been for a long time.

If the landowners have an ounce of sense, they have already blocked the river with fences. You can’t let cattle have access to a river like what’s described in the article. They’ll escape upstream or downstream. The article does talk about fences wrecked by illegals.
