When Agnew resigned, Ford was appointed as his replacement at VP. Ford wasn’t the Speaker of the House, he was the minority leader. Nixon could have appointed someone else (as Ford did when appointing Rockefeller). Ford became president because he was the sitting VP at the time of Nixon’s resignation. If the VP position had still been vacant at the time of Nixon’s resignation, the speaker of the House (Carl Albert) would have become President.Paul Ryan wouldn’t have to be VP. Agnew resigned without replacement, then Nixon resigned, making Ford the President.
