A bully is someone with superior power who misuses it. I don’t see Lewis as having superior power in this debate. In fact, Lewis’ comment has no power at all, and is easily refuted if needed. But if you don’t trust reason, then I suppose you would resort to the Roy Cohn tactic.
Twitter is not “superior power.” Rep. Lewis can respond in kind.

What situation can you describe where his response could be deemed appropriate?
None. It was an irrelevant response. I could think of several better responses that would have been more effective and would not leave Trump looking so petty.
 
I am glad Trump will not be a pushover for these bitter and disrespectful politicians.
Interesting. With these theatrical responses, he looks more a showman in reality TV a Jerry Springer inspired TV show, and less like POTUS. Curious that that appeals to some.

You must have a different sense of “responsible”. If any one did launch such a criticism, since it was based on falsehood, it was irresponsible.

Young people today can’t name the presidents or even U.S. history. What makes you think they know or even care about events from 60 years ago? Even black people don’t get out in numbers to vote unless it is for someone like President Obama. What impact do “civil rights legends” have on today’s society?

No, it’s not right. Trump won fair and square. (That is, if we ignore the Russian hacking madness - about which we’ll probably never know the whole story.) That said, it’s kind of ironic that Trump is so thin-skinned about this given his years of trying to delegitimize President Obama with all his birther nonsense.
Exactly. Trump can really dish it out but can’t take it.
