The Vatican is indeed a sovereign state, and maintains embassies in many countries. But most nations have only one embassy per country. They may also have consulates to assist their nationals living abroad and to facilitate trade with their home country, but these are limited in number. For example, Britain has nine consulates in the US. However, there are 34 archdiocese in the US. And although I am not familiar with all the activities coordinated by an archdiocese, I don’t think they have a consular function.I believe the Vatican is a sovereign state and I would assume that the Arch Diocese in each country would be considered an embassy.
The Vatican ambassador to the US is the Apostolic Nuncio, aka the papal nuncio. I would expect the Apostolic Nuncio in Belgium would also be considered the Vatican’s ambassador.
