AUSTIN, Texas â Gov. Rick Perry on Wednesday called a second special session of the Texas Legislature to pass widespread abortion restrictions, after the first attempt by Republicans died overnight following a marathon one-woman filibuster.
Perry ordered lawmakers to meet again on July 1 to act on the abortion proposals, as well as separate bills that would boost highway funding and deal with a juvenile justice issue. The sweeping abortion rules would close nearly all abortion clinics and impose other widespread restrictions on the procedure across the nationâs second-largest state.
The measure passed the House, but died after Democratic Sen. Wendy Davis led a more than 12-hour filibuster effort. Hundreds of protesters then cheered, disrupting Senate proceedings as the session closed at midnight.
Lt. Gov. David Dewhurst hinted that another special session was coming when he denounced the protesters as an âunruly mob.â Democrats who urged them on called the outburst democracy in action.
In either point of view, a raucous crowd of chanting, singing, shouting demonstrators effectively took over the Texas Capitol. The final outcome took several hours to sort out.
Perry can call as many 30-day extra sessions as he likes, but lawmakers can only take up those issues he assigns.

AUSTIN - Gov. Rick Perry today announced a Special Session of the Texas Legislature will begin at 2 p.m. Monday, July 1.
"I am calling the Legislature back into session because too much important work remains undone for the people of Texas. Through their duly elected representatives, the citizens of our state have made crystal clear their priorities for our great state. Texans value life and want to protect women and the unborn. Texans want a transportation system that keeps them moving. Texans want a court system that is fair and just. We will not allow the breakdown of decorum and decency to prevent us from doing what the people of this state hired us to do.
The special session will consider the following issues:
⢠Legislation relating to the regulation of abortion procedures, providers and facilities.
⢠Legislation relating to the funding of transportation infrastructure projects.
⢠Legislation relating to establishing a mandatory sentence of life with parole for a capital felony committed by a 17-year-old offender.

It is somewhat of an anomaly. Texas for the most part is a red state. Austin, the state capitol, is a little blue dot in the middle of Texas. It is considered to be âout-of-characterâ with the rest of the state. I live in Austin now after finishing at A&M and the first thing I noticed was the increased numbers of obama bumper stickers. The people down town are⌠interesting. The motto of the city is âKeep Austin Weird.â Go figure.Doesnât that define most American cities?![]()

My fear is that your fair state is so attractive that it will be âCalifornicatedâ as we used to say when they came north to Oregon and WashingtonIt is somewhat of an anomaly. Austin is also our capital, so there are 2 populations of liberals up there - TU (or UT for non-Aggies) and the government. I like your governor a LOT and sorry he didnât do better in the Presidential Debates. It was surprising that he had difficulty as heâs usually pretty quick on his feet. I like his politics! Maybe next timeâŚ

I would be embarrassed to see any pro-lifers throw a hissy fit and act like a bunch of toddlers who didnât get their way over a bill. I was embarrassed when pro-life supporters interrupted Kathleen Sebeliusâs speech at Georgetown. Not because Iâm a fan of Sebelius, but because itâs embarrassing to see anyone on my side act like a child. British Prime Minister Benjamin Disraeli once said, âHistory is made by those who show up.â Iâm inclined to agree. If you want a government of the people, by the people, for the people then the people had better make their presence known on issues that matter to them and get involved in the process. Iâm not embarrassed about what happened in Austin. I wouldnât be embarrassed or disapprove if the situation were reversed either. I applaud Ms. Davis!!! Good for her for believing and standing up for the rights of women. Women can make these medical decisions for themselves. They donât need Rick âoopsâ Perry.
