There are two theories that have gotten play as to the book of mormon peoples and both have been debated in mormon circles. One is the limited geographical theory which more or less says that the book of mormon peoples inhabited a small area of land. The second one is the hemispheric model which claims just the opposite. The piece that you linked would probably follow the limited geographical model.This guy seems pretty convinced their were no Book of Mormon peoples in the United States.

The Hill Cumorah was in New York so it seems to me the people would have lived there if the Book of Mormon were true. Searching the internet on this is pretty interesting.
