Unfortunately, you didn’t get the context of the first 506 pages. Those were not his views. He uses this concept to show the absurdity of the multi-verse concept (which is typically used to get around the fine-tuning of the universe arguments for the existence of God).
For the record, I agree with Meyer that the multiverse hypothesis is a groundless and gratuitous assumption. It is certainly not needed by theistic evolution, although it is not antithetical to it.
