Frankly, Scarlett, I don’t know that it matters. If there are more people willing to paint houses (lay floors, put up drywall, shingle roofs…) than before your wages will suffer. We had our kitchen redone recently and I got to talk with the guy installing the tile. He said he got paid about 1/3 of what he used to get for the same job. He liked the work and was single so he could afford to do it…but he had been away for about a year trying something else which apparently didn’t work out so it’s not clear what choice he had.In other words you have no clue whether they are legal or illegal.
