Untrue. Obama reduced the requested number to a number the Iraqi parliament would not approve for extraterritoriality. Maliki offered a “presidential” extraterritoriality agreement. Obama refused that and withdrew from all further negotiations.
In the presidential debates, Obama admitted that he didn’t want a status of forces agreement, he just wanted the troops out of Iraq.
Obama threw away the negotiations to give him an excuse to pull out.
